HRSA’s Bureau of Primary Health Care (BPHC) released Program Assistance Letter (PAL) 2013-05, “Calendar Year (CY) 2014 Requirements for Federal Tort Claims Act (FTCA) Medical Malpractice Coverage for Health Centers” at the end of March.  This PAL addresses the process that health centers must take in order to submit their FTCA deeming and redeeming applications for calendar year 2014.

Health centers should be sure to review this PAL and submit their applications.  All FTCA applications must be submitted electronically through the FTCA deeming module within the HRSA Electronic Handbook (EHB).  The EHB system will be available to begin receiving CY 2014 deeming applications on March 28, 2013.  All applications will be due on May 3, 2013.  A Technical Assistance (TA) Webcast was held on February 26, 2013 and February 28, 2013.  You can view these webcasts here.
