CMS Issues Proposed Rule on Essential Health Benefits and State Medicaid Directors Letter on Benchmark Plans

Yesterday the Center for Consumer Information and Insurance Oversight (CCIIO), the group within CMS responsible for the development of the Exchanges, issued proposed rules on the Essential Health Benefits package.  You may remember that they issued an EHB Bulletin last December and this proposed rule is the next step in establishing EHBs.

CMS also issued a State Medicaid Directors letter on Medicaid benchmark plans (known as “Alternative Benefits Plans”)  This letter outlines the use of “Alternative Benefit Plans for the new eliglibilty group for low-income adults; the relationship between Alternative Benefit Plans and EHBs; and the relationship of Section 1937” of the Social Security Act with other Medicaid provisions.

NACHC is currently reviewing the proposed rule and State Medicaid Directors letter to determine if and how we will comment on them.  Be sure to check back for more information on these important documents.
